New shingles over old or tar paper and one new layer?

I have an old leaky roof (no tar paper under shingles) that needs to be replaced. Should I tear up old shingles and put down tar paper and new shingles or lay new shingles over old. I do not want to have roof leaks again at least not for many, many years. Thanks for any help!
