Why is this guy so uptight and judgmental?

While you see him as uptight and judgmental he might as well see you and your friends as slutty and trashy. It can be because of different backgrounds or raising ways. If you don't like it, move out of his circle of friends. He surely doesn't need to be "changed" in any way; there are lots of girls who will think he is a man with values.
