How can I take tar-like substance off of my cat's paws?

My cat went out last night, and he came home with, what looks probably like tar, all over his paws and some on his fur... I cut off the stains on his fur, but now how can i take it off of his paws.? I cant really buy anything that good to take it off cause im short on money, but it looks like hes in pain somehow. What can i use to take it off of him? THanks
